The Saul’s of this world are being replaced by David’s. God knew who David was. He knew the heart of David because David continually poured his heart out to Him. David had a thankful, humble heart that loved God and wanted to please Him. He depended on God rather than his own strength. He wasn’t perfect, but when he was confronted by God about a sin, he repented.
